One of the SUV's occupants was also believed to be 23-year-old Jamiel Shaw of Brooklyn. He was pronounced dead at the scene. New York state laws require any vehicle involved in a crash to have a license plate. After the crash, the driver was pulled over by authorities for reportedly failing to signal his registration.
